Land does not become a development asset simply because something could one day be built on it. Development maturity is created through information, planning, engineering, approvals and execution.

01 · The Starting Point

Land

Development-ready land

Two sites of similar size and location can represent fundamentally different development propositions. The difference is not simply physical. It lies in the amount and quality of information surrounding the site — and in how far the development process has progressed.

What can legally be built? Are the boundaries and title clear? What lies beneath the site? What planning or sectoral constraints apply? How will utilities and access be resolved? Is the intended project technically and economically viable?

02 · Before Design

Before design comes due diligence.

Professional development begins by understanding the site before deciding what the site should become.

The objective is not merely to identify opportunities. Due diligence must also identify constraints capable of changing, conditioning or ultimately preventing the intended development.

What uses, building parameters and planning rules apply to the site?

02 Title, Boundaries & Legal Status

What exactly is being acquired, and do legal and physical boundaries align?

03 Urban Development Obligations

Are reparcelación, urbanisation duties, execution-unit obligations or outstanding development charges relevant?

04 Access

How is the site reached, serviced and organised for future construction?

05 Topography

How do levels, slopes and geometry affect building layout and earthworks?

06 Geotechnical Conditions

What does the ground require from the foundation and structural strategy?

07 Hydrology & Flood Risk

What water-related conditions or flood classifications must be evaluated?

08 Utilities & Infrastructure

Which services exist, and which connections or infrastructure must be created?

09 Environmental & Sectoral Constraints

Water, roads, coastal-domain, landscape or other sectoral rules may condition development independently of municipal planning.

10 Archaeology & Heritage

Heritage protection or archaeological requirements can affect earthworks, programme and project design.

Due diligence can produce a positive answer — or a negative one.

Identifying a constraint does not mean it can necessarily be solved. A site remains viable only where its constraints can be legally, technically and economically accommodated within the intended project.

03 · From Idea to Technical Definition

A project is more than a drawing.

In Spanish building practice, development advances through distinct levels of definition. A concept communicates an idea. Technical project documentation progressively defines how that idea complies, performs and can be executed.

Stage 01 Concept

What kind of residential proposition might work on the site?

Stage 02 Proyecto Básico

Defines the proposed building sufficiently for the applicable planning and licensing process.

Stage 03 Proyecto de Ejecución

Develops the technical information required to define and execute the building solution.

A concept shows what might be built. A technical project begins to define how it can actually be built.

Development maturity is not a value score. It is a way of describing how much is known, defined and executable at a particular stage.

This qualitative framework does not imply that each stage automatically increases market value or guarantees successful completion.
05 · Known Constraints

A constraint becomes a design input only after it has been evaluated.

Professional development does not assume every site condition can be engineered away. Evaluation may identify a viable technical response — or determine that the project should not proceed in its intended form.

Planning · legal · administrative · cost · programme · construction · financing · marketability · market · liquidity. Development maturity changes the risk profile; it does not make the project risk-free.

07 · The Permit
PERMIT COMPLETION

A building licence can reduce a major category of planning and administrative uncertainty. It does not remove the risks associated with execution, cost, timing, technical change or market exit.

Conditional Commencement deadlines

Licences are generally subject to deadlines for commencing works.

Conditional Completion deadlines

Completion periods and extension mechanisms form part of the applicable framework.

Conditional Limits on interruption

Extended interruption may affect the continued validity of an authorisation.

Conditional Project amendments

Material departures from an approved project may require formal technical and administrative modification.

Exact deadlines, extension procedures and conditions depend on the applicable regional and municipal framework. A permit should therefore be reviewed as a current legal and administrative document, not treated as a permanent unconditional status.
08 · Construction Information

Design documentation and execution documentation are not the same thing.

As a project moves toward construction, different professional teams develop different layers of information. These layers must coordinate, but they do not carry the same legal or technical role.

Important distinction: contractor or manufacturer documentation can develop and coordinate execution information, but it is not legally equivalent to the architect's approved project documentation.
09 · From Maturity to Value

Development maturity does not guarantee value creation.

Planning, engineering, approvals and construction information can progressively change the information quality, risk profile and execution certainty of an asset. Construction ultimately converts the development proposition into physical property.

The next question If development maturity changes the asset, where is economic value actually created — and how is it realised?
